David Eagleman Incognito points out that under the American justice system that if you are 18 and have commited a heinous crime you can be executed. If you are a day under 18 you can’t.

Equally if you have an IQ of 70 you can be executed but if your IQ is a point under 69 then you cannot be executed.

It is interesting that IQ can fluctuate on different days.
