What did Rousseau mean by 'civic religion'?

What the expression“civil religion” meant for Rousseau, was namely, the element in which is practiced not just the mere rationality of governance, but the infinitely higher and broader rationality of a sentiment, even a passion of being-together in view of or according to one’s own existence.
