We have belief and concepts throgh our interpretation of language, we must go to the language library to express our beliefs and our concepts are equally drawn from the available language.
Only a creature that can interpret speech can have the concept of a thought.
But can a creature have a belief if it does not have the concept of belief?
Someone cannot have a belief unless he understands the possibility of being mistaken, and this requires grasping the contrast between truth and error, Is this a true belief or a false belief I have?
In contrast, if we think of the bird caching (hiding) its food in the mountain rock for later retrieval this bird has a belief that this is a safe place to hide its food yet it does not have language.
There are difficulties of settling upon a specification of what a non-linguistic creature is thinking. "The dog, we say, knows that its master is home. But does it know that Mr. Smith (who is the master) is home?" We have no real idea how to settle, or make sense of, these questions
