People are currently (world wide) living under a terror, and this beurocrat issueS a fear mongering statement like that.
TheRE is something incorrigbly corrupt in such institution as the WHO, the EU et al
the people in charge of such institutions live off the taxpayer, and issue statements
that attract attention to them, the thought of putting the fear of God into the populace does
not seem to warrant their attention.
Well done TRUMP for cutting the funding of this inept, clumsy institution with it grandiose title and if reports are correct 'colluding' with China on the Virus/Plague
