There is a strong argument that it does, for think of a liberal mind-set without victims - it would not exist. To stand aloft on the moral high ground, is to attain a moral superiority. But moral is a debatable word.
In the UK you have an instance of Labour populism with taxes for the 'rich;
The liberal (Labour Party) Class warfare.
Those in the middle class are now the victims of the upper class. Just ask a liberal.
It’s those vicious greedy evil people who HAVE money but aren’t paying their “fair share” of the taxes that are the problem. Right? They have to cough up more, and more, and more…Don’t they?
Never mind that those making up to 40% of all taxes every year and creating all the employment and thereby most of the revenue for the Government.
Welfare
In the UK Those who live off benefits who can work and will not, those who, in numerous cases, falsely claim disability benefits are victims.
Liberals thrive on victims, indeed they need victims, and where they can't find them, they will create them. For if it were not for victims the liberal mind-set would atrophy and crumble.
