Where in the evolutionary tree did 'free will' develop?

 The virus is bad to us yet, like us, it fights to survive. 
As more anti-viral medicines  are brought on tap the virus morphs to survive. Which makes one wonder does bacteria have free will. And if we have 'it' free will,  where in the evolutionary tree did it come into play.
