Kamilla Harris and OAC Magpies rather than Eagles soaring in the Empryean

Magpies are not only noted to be among the most intelligent of birds but among the most intelligent of all animals. Along with the jackdaw, the Eurasian magpie's brain power  is approximately the same relative size as those in chimpanzees and humans, significantly larger than the gibbon's.

However as to this trait in humans one questions how this intelligence is employed, IHarris and OAC) is it employed parasitically for self enhancement or for the general good?  

The Eagle soars majestically in the Empyrean (relating  to heaven or the sky.

I do not think Eagle characteristics  is a suitable simile for AOC or Harris
