 These two warring elements  do not gradually progress from debate to combat to combat until i they arrive at universal reciprocity, where the rule of agreement  finally replaces cobat; for humanity has already inscribed or installed each its violences in a system of rules and thus proceeds from agreement to agreement but from domination to domination.
