Consequentalism you will make matters 'worse' but what exactly is 'worseness'

Many thinkers of the deontologicakl school would deny that there is any states-of-affairs such as  “worseness” 

Deontological morality, therefore, avoids the overly demanding and alienating aspects of consequentialism and accords more with conventional notions of our moral duties.
