The demanding cognitive overload Joe Biden brings to his perceptions

There is an empirical thesis that holds that the content of perceptual experience can partly be shaped by prior or concurrent psychological factors,

These are what we  the cognitively healty  bring to the table when we perceive something there are  beliefs, desires, traits, moods, entertained hypotheses, conjectures, emotions, expectations, hopes, wishes, doubts, suspicions, attitudes or knowledge that.

The above is what  a normal Jo would bring to the table of perception but if one is cognitively challenged as some say, of Joe Biden then is a heavy over load to focus on any perception

Joe is going to DEBATE  wit DONALD  jOE believes without good reason that DONALD  is angry. When he meets DONALD , under the influence of IS unjustified belief that DONALD is angry, he sees DONALD  as ACTUALLY being angry EVE IF HE IS NOT

jOE Based on hIS perceptual experience THAT DONALD WOULD BE ANGRY
he retains the same belief and, perhaps, hIS confidence that DONALD is angry is even enhanced.

THE SIGNIFICANT POINT HERE IS: Had jOE not had the prior belief that DONALD is angry with hIM, he would not THEN have seen him as being angry

ThIS EXAMPLE  ILLSTRATES  A situation in which the relevant perceptual experience IS somewhat influenced by the subject’s prior mental states

cOGNITIOn   ISs the unique way an organism’s sensorimotor capacities enable it to successfully interact with its environmental niche.
