How parasttes hover around public taxpayer money

Wherever there is public/taxpayer money available you will see the parasites gather.
Think UK BBC with their mindless sports commentator with their jaw dropping salaries or the teaching profession, or US Politicians most of whom are millionaires off the back of public money: think Nancy Pelosi so averse to 'immoral' walls but without any intention of taking down the vast wall that surrounds the millionaire mansion that is her home.
How do they get away with it?
Shall we just say by way of explanation that there is a vast swathe of the public out there who are blinded  by naivety
