Are moral dilemmas motivating?

You hear of some situation which you deem to be a moral one and this situation outrages you and you are propelled into action.  Here one might argue that moral judgments are intrinsically motivating 

However there is the contrary claim that you could form a moral judgment without being motivated to act on it.
