Laws are promulgated by a will but if all is determined what then of God;s laws?

A law can only be a law if it is the product of a will.

And a law must be bounded

But if we are part of a Universe or Multiverses countless Unverses
and TIME is ETERNAL and SPACE is INFINITE

How then can God's laws stand?
