France has the third-largest foreign debt of any country in the world, exceeded only by Mexico and Brazil; and fully one-fifth of this foreign debt – some 200 billion French francs, or more than twenty billion dollars – has been incurred by Electricité de France, borrowing to finance its headlong nuclear power programme
