If it is not the politicians who hold power, who is it?

Think tanks, politicians and educators wrestle with the question of what kinds of ethics and moralities should guide our decisions regarding how we should 'progress' as a society. Yet, they are increasingly at a loss because they are unable to permanently identify and locate the sources of power they are confronted with.
