We are blinded into thinking we have peace when all we have is a lack of action.
In the words of Baudrillard, "The balance of terror is the terror of balance." This statement reinforces the idea that something is on the brink of happening. Balance petrifies us into inaction which continues the unstable neutrality we live with.
The fear becomes a kind of global balance; nobody lives in complete fear, yet nobody lives in complete peace.
